E GOVERNANCE TO CURB CORRUPTION

The purpose of an IT backbone is to manage any initiative well. Again, these
initiatives can be broadly classified into two categories, Routine and
Exceptions. Most IT systems typically follow Pareto’s 80:20 rule, where 80%
of the cases which are routine in nature that can be done with 20% of the
total effort. The remaining are exceptions which require additional
resource, effort and back-checks. The kind of corruption that Indians face
on a day today basis is in routine matters, because in the absence of an
e-system every case can be made to be an exception at the sole discretion of
the concerned official! This is the danger where the common man faces the
wall and stands exposed to fleecing. We need more online procedures where
the whole processes of civil administration beginning from acceptance of a
form to the final processing is made trackable on the internet. This will
minimize the occurrence of corruption and irregularities related to
processing applications and increase throughput. The Passport system,
Trafficop, UID are well thought-out examples made with almost surgical
precision. Citizens ought to have high levels of transparency and publicly
displayed Service Level Agreements for tracking or chasing performance of
their application. Physical interaction between citizen and the *babu* needs
to be made as close to nil as possible, as this gives rise to corrupt
practices.
At the national level, powerful prevention, detection and correction
e-systems need to be put in place. These outfits and systems need to be
manned with professionals of highest integrity and more importantly be
de-linked from political system and be provided with enough teeth for online
audit / inspection, fast track enquiry and prosecution in cases of omission
and commission. Such systems do exist in good corporate business processes.
So why not in every Government sector, which is anyway answerable to
citizens?
